Recently, the rapid expansion of wireless internet and the spread of smartphones have rapidly shifted the use of the Internet in personal computers and PC web browsers to smartphones and mobile apps. This phenomenon has brought about a major change in the online service market. It has changed the competitive landscape of various online services markets and the business strategy of online service providers.

It also accelerated the innovative and dynamic nature of the online service market. Therefore, it will be difficult to define the applicable relevant market and evaluate the market power and competitive effects of service providers that are in question in the process of enforcing competition law.
